The Department of Administration and Human Resources has three Units, namely:

Administration and Human Resources Assets and Maintenance Unit Transport Unit

All the three (3) units of the Department focus on providing a conducive working environment to NILDS and its Staff.

Administration Human Resources Physical Development / Assets and Maintenance

The Department is responsible for the Institute's general administration and effective management. Its core functions include Staff recruitment, Promotion, Staff transfer, and posting; staff development and welfare; performance management system; and managing disciplinary matters involving erring officers. The Department also oversees the Institute's general security, environmental management, and other corporate administrative matters.

In Human Resource Management, the Department coordinates staff recruitment and appointment and ensures proper documentation and onboarding of newly appointed officers. It maintains the staff nominal roll, issues staff identity cards, maintains and updates the Institute's Human Resource Database, and keeps a database of applicants. The Department also forecasts the Institute's manpower requirements and processes matters relating to staff appointments, promotions, transfers, postings, welfare and discipline. It handles pension related matters, complaints concerning staff misdemeanours and misconduct and makes appropriate recommendations on disciplinary actions against erring members of staff, in accordance with the applicable rules and regulations.

The Department is also responsible for staff development and capacity building through planning and coordinating staff inductions, retreats, training, and other development programmes. It designs, implements and coordinates an effective performance management and appraisal system to promote staff productivity, accountability and professional development. In addition, it manages the staff exit process, prepares leave rosters, issues circulars relating to public holidays, and compiles periodic reports on staff attendance and other human resource matters as Management may require from time to time.

In addition to its administrative and human resource functions, the Department oversees the Institute's technical and physical development through the Physical Development Division. The Division plans and implements the Institute's physical development programmes and supervises construction, renovation, maintenance, and other infrastructure projects. It also oversees the management, maintenance and proper documentation of the Institute's assets, infrastructure, facilities, equipment and furniture.

The Physical Development Division provides the professional and technical expertise required for the planning, design, construction, post-construction management and maintenance of the Institute's physical infrastructure and facilities. The Division comprises qualified professionals with expertise in relevant fields, including Architecture, Electrical and Mechanical Engineering, Civil and Structural Engineering, Building Engineering, Quantity Surveying, Town Planning and other allied technical disciplines. Through these professionals, the Division ensures the Institute's physical development and infrastructure are appropriately planned, executed, maintained, and managed in accordance with applicable standards, regulations, and best practices.

i. Administration Division

This division is in charge of: a) Policy Development & Implementation; b) Industrial Relations and Security; c) Records and Documentation; d) Transport.

ii. Human Resources Division

This comprised of two units, each with distinct functions and responsibilities. Human Resources one (1) is responsible for: i. Appointment; ii. Promotion; iii. Discipline; iv. Staff Verification; and v. Documentation. Human Resources two (2) is responsible for: i. Performance Management System; ii. Staff Training and Development; iii. Staff Welfare (Health, Group Life Assurance, Death Benefits etc.); iv. Pension Administration.

Comprised of the following Units: a) Physical Planning Unit; b) Quality Control Unit; c) Maintenance unit; d) Environmental Management Unit.

Musibau Olalere Moshood

Musibau Olalere Moshood is the Ag. Director, Department of Administration and Human Resources, National Institute for Legislative and Democratic Studies (NILDS).

He holds a B.Sc in Public Administration from the University of Ilorin, Postgraduate Diploma in Education from the Lagos State University, and a Masters in Parliamentary Administration from the University of Benin. He is currently pursuing a Ph.D. programme in Parliamentary Administration at the Federal University, Lokoja, Kogi State. He is a Member of the Chartered Institute of Purchase and Supply Management (CIPSM), 2020; Senior Member of the Public Diplomacy and Management; and Member of the Chartered Institute of Personnel Management of Nigeria (CIPM).

He has attended the following workshops and trainings among others: Workshop for National Assembly Staff on Governance and Micro-Economic Management, 4-6, October, 2011; Workshop on Leadership Skills Development, Good Governance and Change Management, by Eastern and Southern African Management Institute, ESAMI at Dubai, UAE, 3-7, December, 2012; Project Management Seminar, by International Law Institute, May 11 – May 22, 2015, Washington D.C, USA; Management Development Programme for Administrative Officers by ESAMI, Njiro Hill, Arusha, Tanzania, 25 – 29, April, 2016; Specialized Report Writing Workshop for Parliamentary Staff, 19-21 April, 2017, Hotel Ibis, Lome; and Workshop on Leadership at London Premier Centre, 2023, United Kingdom etc.

He was the Secretary/Member of the Planning Committee for the Distinguished Parliamentarians Lecture Series, 2021 and 2022. He was a Member of the NILDS team of Election Observers for the 2019 and 2023 General Elections. He also participated in the observation of several other off season's elections from 2019 till date.

He was the Deputy Head of Secretariat for the First African Legislative Summit in 2013. He was Head Secretariat of several international and national conferences organized by the Institute from 2014-2019. He was Head of Secretariat of all the Recruitment Panels held in NILDS from 2014-2023. Member/Secretary of NILDS Recruitment Panel from 2025 till date. He is the Head of Secretariat of NILDS Governing Council from 2016 till date. He has also delivered papers at different occasions on various topics on Public Service Rules, Human Resources Management, communication in Public Service/Parliament, Time Management etc.

Structure of the Department

Three units

Administration and Human Resources Department, is made up of three (3) units, namely:

The Administration and Human Resources Unit

Is the engine room of the Institute saddled with the responsibility of running the day-to-day activities of the Institute in line with the vision and mission of the Institute. The Division acts as a check and balance in the workplace to maintain good conduct and comply with the ethics of Public Service. The Administration and Human Resource Division handles the overall administrative functions of the Institute. It plays a vital role in various activities like interviews, onboarding new employees, employee issues, and managing the whole activities related to human resources. It is important to note that most of the functions of this Unit are routine in nature, especially in maintaining a conducive working environment and providing adequate security in the Institute.

The Assets and Maintenance Unit

Is the technical section of the Department. It is charged with maintaining the assets of the Institute. It is involved in repair works across all the Institute's buildings, including its Guest Houses. It is also responsible for the supervision of structural engineering activities carried out by contractors with the application of statutory regulatory compliance.

The Transport Unit

Is in charge and responsible for overseeing and management of the smooth operations of the Institute's pool of vehicles. It performs both technical and administrative functions with monthly financial allocation to cover the maintenance, repairs, and fueling of the pool of vehicles. The Unit is under the supervision of the Administration and Human Resources Division.
