Overview

Finance and Accounts

As a subdivision under Finance and Administration Department, Finance and Accounts is saddled with the responsibility of receipt, custody, disbursement and accounting of all funds received and expended by the institute. It provides financial advice to the Director General, Management and other staff. Other financial services rendered include handling and management of financial aspects of all NILDS’ collaboration with International Development Partners. The Division consists of the following units:

Mr. Mshelia Madu Ibrahim

A Fellow of the Institute of Chartered Accountants of Nigeria is presently the Director of Finance and Accounts. He is also a fellow of the chartered Institute of Administrators of Nigeria, associate member, chartered Institute of Taxation of Nigeria and many.

He was the project Internal Audit Manager of the Policy Analysis and Research project from 2007 to 2012, the precursor project of the National Institute of legislative and Democratic studies. Until his appointment as the DFA in 2019, he was the Deputy Director finance and Administration from 2012 to 2019. Born on 25th April 1965 in Biu Local Government of Borno State is married with children.

Structure

Three units

Budget & Cash Office

Preparation of the annual budget
Monitoring of budget performance and variance analysis
Disbursement of funds and cash handling
Liaising with commercial banks

Final Accounts Unit

Preparation of statutory financial statements and reports to the Office of the Accountant-General of the Federation
Preparation of other financial reports to Management and the Institute's Governing Council
Bank reconciliation reports
Attending to external auditors by providing necessary records and materials

Inventory Control

Receipt and custody of materials and supplies ordered by the Institute
Attending to stationery and other requests made by Departments
Issuance of materials and supplies to Departments
Determining re-order levels of store items and advising Management

Functions & impact

Responsible for the receipt, custody, disbursement and accounting of all funds received and expended by the Institute.

Provides financial advice to the Director-General, Management and other staff.

Handles the financial aspects of all NILDS' collaboration with international development partners.
